CHALLENGES OF LEADER OPPORTUNITIES IN POLICY HIGHER EDUCATION

Abstract

What should be the policy of academic leaders in facing challenges of higher education opportunities with communities outside the university? In this climate of change, higher education institutions have been asked to consider how to develop their leaders and what might be appropriate leadership behaviors to enable adaptation to these new circumstances. When the various leadership paradigms found in the Higher Education sector are compared with the theories and practices of established leadership, it is possible to identify further ins and outs in the development of Higher Education leaders. Further consideration of practicality in Higher Education identifies whether a competency framework can help in leadership development. An examination of the comprehensive framework that has recently been developed from leadership capabilities applied in alternative sectors leads to an evaluation of whether the same construction applies to demands given to leaders in Higher Education. The analysis shows that, with small changes in terminology, the construct remains appropriate and valid. The definition of activities and behavior offers insight into how Higher Education leaders can be developed and therefore forms a potential framework of leadership capabilities for Higher Education.
